Well everyone wants good education for oneself, for family, friends and neighbors. But, for a government, the questions should be:
-Who will pay the cost of education? -How to finance the budget? -How to control the population of the breeding poor while not upsetting the demography (composition of race, religion, etc..)? -How to collect the taxes? -Good education cost money and how will the graduates pay back to the state and public?
As far as I understand, there is only one solid answer for your confusion. These all above questions are to solve ( infact, its tasks) by responsible and good governace.If not, there shouldn't any reason to recognized this is good governance.
